Britain's generous welfare system has prompted a baby boom among poor women, an official report has said.

Reforms to the system in 1999 meant that the worst-off families could claim £56.76 a week instead of £39.

It also meant a 45 per cent rise in the benefits available to couples who both left school at the earliest opportunity - almost double what a couple who went on to sixth-form education would receive, the report said.

The study by the Institute for Fiscal Studies found there were 45,000 additional births to mothers who left school at 16 in the year after the introduction of the reforms.
